Put A Ring On It: Alien Extraterrestrial Megastructures and Pulsars

I am skeptical that there are alien megastructures like this out there (although it is certainly possible), but with the James Webb Space Telescope coming on line, this should be verifiable one way or the other. This new telescope is pretty exciting.

  1. I've given up on NASA delivering JWST. Maybe if they gave it to the Air Force like the X-37B, but then it would get classified. NASA didn't deliver X-38, and both were kicked off in 1996. Since then, NASA kicked off Constellation and cancelled it. Orion is hardly what Lockheed Martin proposed in 2006, but then CEV was cancelled and it is now MPCV with no set launcher or mission.

NASA has become a high tech jobs program. Most of that is become they are stuck with the DoD procurement system. But where the uniformed men and women of the US military will eventually demand delivery of a system; NASA manages to maintain some prestige whether they deliver or not. Then again, CVN-78 isn't looking good either (it is "In Service" as of 31 May 2017 after passing acceptance testing, but won't deploy until 2021?)
